Instructions
Prepare the Buttermilk
Combine the milk and lemon juice. Stir well and let it sit for 5–10 minutes until slightly curdled.
Make the Streusel Topping
In a bowl, combine the all-purpose flour, sugar, and lemon zest. Add the softened butter and rub the mixture together until crumbly. Stir in the powdered milk, then refrigerate while preparing the batter.
Prepare the Batter
In a large bowl, rub the sugar and lemon zest together using your fingertips until fragrant.
Add the eggs and mix well. Pour in the oil, vanilla extract, and prepared buttermilk, then mix until well combined.
